Liang was born in China. He holds a Bache­lor degree of Law from the Gansu Univer­sity of Political Science and Law, and a Master degree of International Law from the University of International Business and Economics (UIBE).

Liang has a keen interest in international economic dispute settlement, corporate social responsibility, human rights and sustainable development. Since 2018, Liang has become a junior research fellow of the Centre of International Economic Law and Policy (CIELP), UIBE. At CIELP, he was mainly responsible for document translation and manuscript writing. CIELP's work experience has enabled Liang to obtain professional guidance in the field of international investment law and sustainable development.

Liang was a member of the UIBE Tradelab team. In 2018, he worked with his team members to provide the Minis­try of Commerce of PRC with a profes­sional legal report on the crisis of the WTO Appellate Body, which was highly recognised by clients. In 2019, Liang, as a representative of UIBE TradeLab team, went to Geneva to participate in the TradeLab showcase meeting and G2 An­nual Conference on WTO and Global Eco­nomic Regulation held by IHEID. Liang a paper as a co-author concerns the Sino-US trade war in the Canadian Foreign Policy Journal in the same year.
