Kaarlo Castren is a Counsellor with the WTO Appellate Body Secretariat where he has worked as lead lawyer on substantive and procedural issues in connection with more than 20 disputes regarding subsidies to manufacturers of large civil aircraft, trade remedy measures, government procurement and support policies in the renewable energy sector, export duties and quotas, technical regulations and international standards, and transitional safeguard instruments. Prior to joining the WTO in 2001, Mr Castren worked for the Ministry of Foreign Affairs of Finland, including for the European Court of Justice Unit. During his posting to Geneva from 1996 to 2000, Mr Castren dealt with a wide range of matters, including dispute settlement issues and DSU reform negotiations. As an EU delegate, he also attended and reported on meetings of the Anti-dumping Committee, the Working Groups on Trade and Competition and Trade and Investments, WTO Accession Working Parties, the TRIPS Council, and meetings of the World Intellectual Property Organization. Mr Castren worked for an American law firm in New York, in Washington DC, and in Helsinki from 1992 to 1994. He has law degrees from the University of Helsinki and from New York University.
