Think Tank led by Ilaria Espa and Christian Häberli produces Policy Brief for the recent G20 Summit in Rome
WTO Delegates presently work on a proposal to discipline Food Export Restrictions for a Decision at the Twelfth Ministerial Conference starting on 30 November 2021 in Geneva.
An academic Think Tank led by WTI Fellows Prof. Ilaria Espa and Christian Häberli has produced a Policy Brief for the recent G20 Summit in Rome, in which they recommended a G20 Plan of Action on Agricultural Trade in a Post-Pandemic World.
The policy brief focusses on the issue of export restrictions in view of the food security implications of export barriers imposed on food commodities, as well as the vulnerability of developing countries, especially low-income, food-import-dependent countries.
According to Häberli, previous WTO Ministerials had failed to move on earlier G8, G7 and G20 recommendations and decisions, even in respect of food aid purchases by WFP and ICRC. Now, however, a new wind seems to blow through CWR. Whether it will be strong enough to convince Ministers to listen to their experts, and to stand by Article XI of GATT 1947, remains to be seen.
